[摘要]
為了加強(qiáng)自身對(duì)工程建設(shè)流程的了解以及對(duì)正規(guī)化的招投標(biāo)進(jìn)行掌握，擬作此招標(biāo)文件。畢業(yè)設(shè)計(jì)包含煙臺(tái)中冠印絲的擬招標(biāo)文件，即工程量的計(jì)算、標(biāo)底的確定、招標(biāo)文件的編寫(xiě)。招標(biāo)文件的內(nèi)容主要包括招標(biāo)工程的概括情況，招標(biāo)方的建設(shè)意向以及建設(shè)規(guī)模，招標(biāo)方對(duì)投標(biāo)方得資質(zhì)要求、技術(shù)要求、工期要求、質(zhì)量要求等。本工程采用工程量清單（Bill Of Quantity）計(jì)價(jià)基礎(chǔ)，工程量清單說(shuō)明主要是招標(biāo)人解釋擬招標(biāo)工程的工程量清單的編制依據(jù)以及重要作用，結(jié)算時(shí)的工程量應(yīng)以招標(biāo)人或由其授權(quán)委托的監(jiān)理工程師核準(zhǔn)的。招標(biāo)文件同時(shí)也規(guī)定了中標(biāo)后的建設(shè)施工合同的主要條款和各式要求，本招標(biāo)文件對(duì)投標(biāo)的流程有著嚴(yán)格符合業(yè)內(nèi)規(guī)范的限制。根據(jù)本文件，認(rèn)為招投標(biāo)過(guò)程復(fù)雜，但是具有完整地執(zhí)行標(biāo)準(zhǔn)和各級(jí)規(guī)范，與其他行業(yè)相比，具有完全不同的特點(diǎn)。在招投標(biāo)的過(guò)程中，容易產(chǎn)生的問(wèn)題是執(zhí)行中的紕漏。

This project uses the resilience detailed list (Bill Of Quantity) to count the price foundation, the resilience detailed list showed mainly is tenders the person to explain plans to tender the project resilience detailed list establishment basis as well as the vital role, time the settlement resilience should tender the person or oversees engineer by its authorized request to approve. At the same time the tender document had also stipulated is selected the after construction turn-key contract main provision and various types request, this tender document to the flow which bids has strictly the tallying industry in standard limit. According to this document, thought incurs the tender procedure to be complex, but has completely carries out standard and the all levels of standards, compares with other professions, has the completely different characteristic. In incurs in the process which bids, is easy the question which produces is in the execution careless mistake
